Fresh vs. Frozen on the Food Traceability List: Preserve Product Form

Freezing does not have one universal effect on Food Traceability List coverage. FDA uses category-specific forms and exclusions. Your catalog needs enough detail to distinguish the actual product from a food name that could describe several forms.

Read the category's exact form

FDA's list treats categories differently. Some are described as fresh or fresh-cut; others include frozen and previously frozen forms. Do not carry an exclusion from one category into another because the foods share a storage temperature.

For example, reviewing fresh-cut produce and reviewing frozen seafood require different category checks. Read the FDA entry for the specific food. Storage instructions alone may be insufficient: a product sold chilled can have been previously frozen, and a shelf-stable product requires its own specification review.

Record form as evidence

Store fresh/fresh-cut status, frozen history where relevant, shelf-stability information, and the supplier specification used. Keep unknown values explicit. A boolean 'is_frozen' cannot distinguish a never-frozen fresh product from a thawed product currently held under refrigeration.

Separate the supplied form from changes your operation performs. If you receive a listed fresh-cut food and later freeze it, do not erase the earlier receiving event because your current inventory description now says frozen. FDA's FAQs discuss such transitions; records should preserve the timeline needed to assess them.

  • Identify the specific FDA category.
  • Obtain the relevant form and processing history.
  • Review exclusions and exemptions independently.
  • Keep event-time product form when it changes.

Make ambiguous descriptions reviewable

A query such as 'salmon' or 'mango' can identify a category candidate, but it does not prove the product's form. Use FoodChainAPI's matches as a starting point, attach specifications, and record a reviewer decision for the particular SKU.

When integrating with an ERP, keep form fields visible in the review screen and export. Otherwise an accurate decision can become impossible to explain after the catalog description is shortened or overwritten.
