FSMA 204 Multi-Ingredient Foods: Review the Ingredient's Form

For a food containing an FTL ingredient, the ingredient's form matters. FDA explains that the rule applies to foods containing listed ingredients when those ingredients remain in the form in which they appear on the list, subject to applicable exemptions.

Look beyond the finished-product name

A commercial name such as 'lunch kit' does not reveal whether the item contains fresh leafy greens, a relevant cheese, or another listed ingredient. Obtain the ingredient statement and product specifications. Identify each potentially listed component and its form at the relevant point in your operation.

Reviewing the finished product and reviewing the incoming ingredients are related but distinct tasks. A processing change can affect later applicability without eliminating earlier receiving records. FDA's FAQs address ingredient and processing scenarios; consult the relevant answer rather than applying one blanket rule to every mixed food.

Create an ingredient decision worksheet

Record the ingredient, supplier product ID, supplied form, form in the finished product, candidate FTL category, and supporting evidence. Add the activity being assessed and any exemption review. That context lets a second reviewer understand why two recipes with similar names received different decisions.

Consider a salad kit with leafy greens and separate dressing. The package name is less useful than the component specifications and what the business does with them. Do not infer that a small ingredient quantity is irrelevant, or that all mixed foods automatically have identical requirements.

  • Obtain the current ingredient specification.
  • Identify potentially listed ingredients individually.
  • Confirm their relevant form after processing.
  • Review exemptions and the activity being assessed.
  • Retain the evidence for each conclusion.
