Seafood Traceability: Design the First Land-Based Receiving Handoff

Separate vessel-to-land receiving, seafood species and form review, lot assignment, and downstream shipment lineage.

Define the workflow and its evidence

First land-based receiving is a distinct CTE in FDA’s rule. Identify who first takes possession on land. A later distributor receipt is not first land-based receiving merely because it is the first record in your software.

Review the exact seafood category, species, form, and exemptions. A blanket assumption that frozen seafood falls outside the FTL is not a reliable classification method.

Work through a concrete handoff

FDA identifies first land-based receiving as an activity where a TLC is assigned. Preserve its source context as seafood moves into storage and downstream shipments.

A batch split between two buyers needs both outbound relationships. Auction numbers, invoice lines, and pallet IDs can locate documents but should not replace source identity without an explicit mapping.

Test the failure before scaling

Use two assignment locations with the same lot string. Retrieval must keep them distinct. A model keyed only by the printed lot can merge unrelated seafood silently.

Include a broad market name with unresolved species. Route it for review instead of interpreting a failed name match as a definitive exclusion.
